Appointed to serve as Westerly’s 10th Town Manager by the Westerly Town Council after a nationwide search in January of 2009, I served as the Chief Executive Officer of a Municipality in Southwestern Rhode Island with a year round population of 23,000 and a seasonal population of 50,000.00. The Town, its School Dept. and its enterprise funds have an annual budget of $88,000,000.00. In my capacity as Town Manager I was currently serving as President of the RI City and Town Manager’s Association and as member of the Board of Directors of the RI League of Cities and Towns.
TOWN SOLICITOR (1996 to 1998), (2000 to 2002) 2004 to 2009
I was appointed by the Westerly Town Council to serve as the Chief legal counsel for the Westerly Town Council and all Boards and Departments within the Town of Westerly.
Pursuant to that job, I oversaw a staff of three attorneys who served as assistant solicitors to the Town of Westerly as well as private outside counsel retained by the Town on various matters. In my capacity, I also served as acting Judge for the Westerly Probate Court.

LAW PARTNER (1990 TO PRESENT)
Prior to becoming a full time Town Administrator I worked as an Attorney-at-Law in a firm which engages in the general practice of law. I am the third generation member of the firm, which was started by my grandfather, the late Thomas J. Capalbo, in 1934. I focused my practice in several areas, including: municipal law, real estate, probate, domestic, personal injury and workers compensation. I am also admitted to the bar in the State of Connecticut, where I had an active practice in New London County in the areas
of real estate, domestic relations and personal injury.
LAIDLAW TRANSPORTATION, INC
OPERATIONS MANAGER (1985-1988)
In this job I was responsible for day to day management of a 300+ employee operation in the western Connecticut region which involved the contract operation of public and school transportation in 7 school districts and the greater Danbury public transit system for HART or the Housatonic Area Regional Transit.

PRESIDENT/TRUSTEE 2003 to 2006
I began serving as a Trustee of this first in the State Endowment for Public Education in the fall of 2003. The Fund has grown from an initial challenge Grant of $15,000.00 to over $500,000.00 in a few short years. I was elevated to Vice-President by the Board in the spring of 2004 and then to President.
GREATER WESTERLY/PAWCATUCK CHAMBER OF COMMERCE
PRESIDENT/DIRECTOR (1993 TO 1999)
I began serving on the Board of Directors of this very active local business and tourism organization in 1993. The Greater Westerly/Pawcatuck Chamber of Commerce has some 1000 member businesses and I served in various officer positions being elevated to President where I served from January 1998 until 1999. I served as Co-Chair of the Capital Campaign to build the 2004 addition to the Chamber building raising in excess of $150,000.00
WESTERLY ADULT DAY CARE CENTER
CHAIRMAN OF THE BOARD/DIRECTOR (1992 TO 1996)
I served in various board and officer positions ultimately serving as Chairman of the Board. This local non-profit agency serves the South County/Stonington, CT area for an adult day health services for elderly, infirmed and frail adults, including Alzheimer patients. The Westerly Adult Day Care Center operates under the auspices of the
Department of Elderly Affairs and I worked with Barbara Ruffino during my term.

During my term as Chairman of the Westerly Adult Day Care Center, I served as a
Governor of Community Health of Westerly or C.H.O.W., which is the parent
company of the Westerly Hospital as well as the Westerly Adult Day Care Center.
